"Log off"- ?Is this your home PC or one you use at work (networked). There may be either a local or group policy in effect that overrides desktop settings. Try Start>Run and type gpedit.msc. You can look around in there for the control panel>desktop settings.
If your PC is networked at the office, it is possible your net administrator has a group policy in effect that won't allow you to change it. Every time you reboot or log off and on, it reapplies the policy.
