You can buy a cheap, localized linux VPS. Every VPS comes with SSH already active, and you can use root user and root password to connect to it.
First, you configure (I usually do it inside a Windows XP VM on virtualbox) bitvise SSH client to connect to the VPS IP with root/password as credential. Then, on the "Services" tab (still in bitvise ssh client) I enable "SOCKS/HTTP Proxy forwarding" with the default options (proxy 127.0.0.1 port 1080). Then, o proxifier, I modify the "default" rule (that handles all the connections) to connect thru SOCKS proxy 127.0.0.1 port 1080. After that, you are all set : every time you start the virtual machine, you open proxifier and bitvise, connect to the vps, and it's done.
