http://en.wikipedia.org/wiki/ISO_13346Windows XP SP2, SP1, and Windows 2000 cannot (natively) read a UDF image either. The image is meant to be burned to disc, not mounted or extracted.
Therefore, it is the burning software's job to interpret UDF or ISO 9660, not the operating system's.
